NFA transfer after death

So I watched a friend kill themselves with alcohol over the last few years.
Called a welfare check on him Sunday and they found him dead.
Police confiscated all the guns and ammo for 'safe keeping'. In the inventory were several SBRs.
There was no will, so I have a couple questions on how the stuff can transfer to the kids.
1: From what I understand the Executor can file a form 4 for each item to the recipient. Also, from what I understand, it is tax paid since there was no will directing where it should transfer to. right? wrong? Does he need to send a death certificate with the forms?
2: can the executor take possession from the police during the transfer process?
3: the executor is the son, and he will be transferring the guns to himself. He is from out of state, can he take possession as the executor and travel home with them while the paperwork is being done?
Side note, local PD berated the daughter and told her it wasn't worth getting "The License to posses these guns", "It takes 2 years and over $2000 to get done, you should just forfeit them to the department"
