Sorry bud, but you're wrong on this one. Basically, if you work on a firearm that's not yours, for pay, you need an FFL. Ie: "as business" An SOT is not required for gunsmithing, even on an NFA item. In fact, a regular on FFL 01 would suffice, doesn't even need to be an 07.
As a CYA, a copy of the Form and a nice work-order or letter requesting work would be a good idea for the FFL to keep on hand whilst the piece is in his possession. Form 5 is "recommended" but nobody really ever does one AFAIK as its' not "required" since it adds another month or more for the approval of same.
